Please send me a DMIf you have no intention to purchase the property yourself, and or you don’t have the capital or borrowing capacity to purchase the property, and you either enter into a contract that states you will purchase the property, or say or imply you will do such, THEN YOU ARE LYING.  

Note the cash flow gets the Prop 13 bonus on top of the outstanding rent to purchase ratio making the San Diego cash flow better than would be implied by the rent to price ratio alone.Good luck

Though the name might imply that they only serve Joliet, they are actually the administrators of housing vouchers for all of Will County.  

Maybe 50 cents on the dollar as you don't want to encourage future risk with an implied government guarantee.

Is it implied that the renter cuts it or does have have to be explicit in the lease?

The refi typically is capped at 70% LTV which implies that you likely have more equity in the Re after refinance than when initially purchased.  

Are you implying someone who will take a quick look and give you the certficate without thorough testing?

No title company will take on the implied risk.
