If it is water table and the floor of the basement is not a slab I'd put a french drain in the actual basement ground running to a sump pump in the corner.

I would hazard to say MOST homes in the USA have carpet, especially in the bedrooms, therefore, tenants probably expect some there.The only time I lived in a house that was completely tiled was on base housing in the Navy.

Unwatched Toddlers, kids or very tall dogs with  French door water /ice maker on the outside (or sloppy adults period) are the only reason you need to never  go with that style.
