Prefer to have no load bearing pillars if we can avoid them without too much more cost.We have soil and elevations from site survey just passed to us by the seller so shouldn't be a problem, but we still have to select our civil (should be by end of the week).As per insulation requirements would we have to ask the county or how would we figure that out?

If you don't have anything in the pipeline, you don't have an opportunity to double up your revenue, or you just don't feel like doing another renovation too soon, I completely agree with @Sandy Gabin.

My recommendation is to avoid the specific areas that require flood insurance, post Hurricane Sandy a lot of the maps were redrawn and some areas now have a higher carrying cost.
