My belief is that it is a revenue play by the city. 

There is a common erroneous belief that if a property is "really improved" that it will sell for more than what similar homes have sold for.

It isn't as fast as buying a multifamily in middle America, but thats my choice, and everyone will have their own opinions and beliefs.

This is misguided thinking. 

I'd like to think everyone comes to real estate with the intentions of doing everything in a legal, moral and ethical manner.Moral and ethical are not the same thing, moral is staying within you beliefs of what is right, ethical is conduct and acts accepted in an industry.

Deceiving people, taking gross advantage of unsuspecting or naïve soul out of greed is nothing to brag about, rather it destroys your integrity not only as a dealer in RE but as a person as well.My position has always been to first inform the misguided as to ethical practices.

Well it's good to see you don't want to jump in mis-guided....Re-read Think and Grow Rich and then consider wholesaling, it doesn't require much if any money at all (other than some marketing cost)read this website as much as possible, there is an amazing amount of knowledge here.Whatever you don't get discouraged, keep on keeping on
