Prioritize it though and determine if you want to buy in the Bay Area first or Out of State BEFORE you call a lender...........if you are wishy washy about this over the phone from the start they will not take you too serious.

I collaborate with a local lender who factors in the projected rental income to mortgage affordability as well, which may bump up price range you can feasibly work with.

I would probably prioritize lenders with local ties as opposed to National companies. 

This is an excellent question, but please don't hold it against your inspector for not helping you to prioritize the repairs.

The difference will determine your potential ROI.Try to get a sense of what renters in your market value and then prioritize your make-ready list accordingly. 

Experienced investors said vacancy should not drop by more than 2-4% because you should prioritize occupancy over rent increases.
