The up and coming neighborhoods have the packed local coffee shop, a brewery recently opened, maybe the cool vintage clothes store, a cupcakery, etc, but rents are still cheap and typically therefore the properties are still fairly cheap.Whole Foods, at least pre Amazon when I worked in retail, and Starbucks look for high incomes, high college education, large percentage married type demographics and those are not the typical "up and coming" neighborhood.

Without knowing the specific property I can't offer definitive advice here, but from owning a few buildings of similar vintage including an 8 plex that is comparable to this property, I'd be worried that the gross rental income is too low to cover expenses.
