I always look at the heating source and try to determine if it can be broken out to where the tenants pay for their own heat.

For 20 years we have dealt with space heaters (of various types) for heating the room in the cold OH winters, or just ceiling fans for cooling in the summer.

Guarini Plumbers in Jersey City are great and A Degree Above Heating & Cooling are very personable. 

Duplexes have more appliances (2 kitchens and two heating/AC units) so that is a disatvantage but a used appliance can be fixed in an hour, a hole in the wall take a lot more time.  

Gas/Heat/Hot Water is included in the rental, when completing the proposed rent form could I ask for more rent money or should I stick to what the property is originally listed for? 

It does require some kind of power, but if you have A/C and heat then it works off of the one that is not currently pulling power.

The heat is problematic.

I raised the rent to $800 because I was planning to transition the units to paying for their own heat so a lower rent amount was fair.
