No specific knowledge/experience but based on my reading of Title III of the ADA, a couple things jump out to me that I'd consider: 1) the standard for 'removing barriers' in order to be ADA-compliant is whether doing so is 'readily achievable'.

I worked for State of XXXX reviewed design and issue permits if they are compliant. 

There are several types of fall back positions that you can use in a pinch as well including - pocket listings, fractional 1031 compliant properties, and also the option of simply not completing the 1031 and eating the tax. 

You need an attorney who specializes in syndications to set it up in an SEC-compliant manner.

I see this as each of them put 50% of capital in and are 50% responsible for the loan.Does this sound like a 'more compliant' way of doing things and still keeping a low down initially for those involved?

Specifically, the aging demographics of the country dictate that short-term retirement ADA-compliant housing is going to be a growth industry for at least the next thirty years.

If you are compliant with securities laws (your attorney is your best friend in these things), I know a few people in my home market that have had success with Facebook advertising, believe it or not.

No lender will finance a non-compliant use.

You're not going to see many 1031 compliant opportunities for the typical crowdfunding  size deal crowd. 

One of the biggest concerns I see with larger MF units comes in the form of not having enough Cap Ex reserves to remain competitive or for that matter compliant with gov and other regs.
