Will the other tenants have to deal with barking or whining?  

Commercial  Unless it's zoned commercial and can accommodate a storefront, you're barking up the wrong tree. 

A couple buyers have said small backyard and one said the neighbor’s dog was barking, neither of which I can’t do much about.  

By loud, do you mean its bark has a lot of volume (more than any other dog) or that it barks a lot and thus makes a lot of noise?

You can evict someone who does not follow the rules, causes damage to the property and fails to pay for repairs immediately, or who disrupts the neighbors with barking, aggressive behavior, fecal matter on their lawns, etc.

Regardless, in my corporate world, there is never a shortage of need for random excel files to be built (automated capex request forms that email out reports, one-off analysis market sheets, rebuild an ROI to be user-proof, etc.)Am I barking up the wrong tree?

LOLA rough neighborhood here has a dog that barks sometimes. 

Will it bark continously if left alone in a new environment?

Even if they kept everything clean (which is doubtful) what about all the noise from barking dogs and whinny puppies.

If there were problems at previous rentals (uncompensated animal damage, unpaid rent, barking, etc) you are free to reject them.
