I can’t seem to figure out what would be considered Class B and Class C neighborhoods any body have any thoughts or suggestions on this?

DSCR should be immune to that seasoning period, or else it's just a regular conventional seasoning period.

If the dogs continue barking even once they're familiar with the situation, and they're doing it early in the morning or late at night and their owner's aren't doing anything about it, then you might consider making a noise violation complaint and maybe the governing body will issue a citation and put pressure on them to remedy the issue.
