Perhaps they could implement a screening process and grace period when the tenant and owner is not match and prorate the costs of backing out and build in plenty of other safeguards.

In our particular situation the downstairs tenant was overly sensitive to the upstairs adult I know this because the new tenant hasn't complained.

To be sure, home prices in lower-income neighborhoods are quite sensitive to economic conditions and availability of financing, so a recession or credit crisis could quickly stop (or at least delay) the positive trend.
