Loud tenants in upstairs unit
I have a duplex where first floor is unit #1 and 2nd floor is unit #2. Downstairs tenant keeps complaining about the kids upstairs running around and hearing them stomping around. She is not renewing her lease with me because of this. I have mentioned to the upstairs tenants to try and stop their kids from running around early morning/night but they are kids, they are going to play/run around. Not sure how to deal with this issue.

IF you can not convince the up stairs tenant to move down stairs give them notice to not renew at the end of their lease. You can not subject new tenants to the noise and you do not want to leave #1 empty.
Move them or get rid of them, you have no other options. In the future no kids in #2.
