You may need to buy the rate down for a point but having it locked, and especially not having an interest rate crystal ball, hahaha, I would definitely go with the safer more cash flow scenario!

Nobody has a crystal ball so it is impossible to say for sure but some of the indicators are good schools, well maintained homes even if the area is lower income and of course job and population growth in the city overall.
