It was already fixed in the inside, and the problem was all the gutters flowed to a common point near the foundation and plainly visible if someone looked as the soil was washed away near the gutter drain.

The home inspector noticed that bedding soil had been added to the point where it is actually covering up the weep screed and he saw signs of rust and deterioration to the weep screed caused as a result of this.Albeit the Declaration of Easement does explicitly allow each homeowner the right to inspect, repair and maintain both sides of their home the homeowner will not allow us access as is delineated by the DE to exercise this right.

You can put a "regular" bulb in it (like you would use in a table lamp), but then you get a very narrow beam of light directly underneath the can light, instead of a spread-out beam that you would get from a reflector bulb.
