Be persistent about this. 

I persisted and much to my surprise one day the door opened a crack and thus began a multi month journey through this man’s personal hell that eventually led to a $30,000 profit.He owned a local Jamaican bakery that was failing; his marriage was ending and his soon-to-be-ex moved out with their daughter; and now he had lost his house.

He could have also just caulked around the base of the toilet, ultimately buying time but the problem would still persist.

They will assist/meet you at the property "with persistence"... and allow you to change the locks(have a locksmith ready to assist).

But remember dont just them one letter, if you really like the property be persistent and consistent, send them at least seven letters one per month x seven months.

(that was a nightmare) You must be organized, meticulous, persistent, diplomatic, resourceful, patient, and determined in order to last through the NACA program.
