She claimed she had covid and no money- yet I have  verification from her that she's on disability and that is not impacted with COVID.

If this is an actual medical condition, severe enough to be considered a disability, then you could make the reasonable accommodation.

In my earlier response, I did not intend to imply there is any reason to eschew stacked duplexes, triplexes - we have a couple and, as @Matt Geerts points out, no stairs on the ground level provides the opportunity to create an accessible unit for those in wheelchairs or other mobility issues {Matt, might consider this ... designing with wider hallways and doorways (36/38") and a more open bathroom layout (perhaps with walk/roll-in shower) is simple when building new or doing a major renovation.} and makes your unit appealing to new categories of tenants (those with disability and aging Boomers are but two).That said, when looking at an older residential building {i.e. without an elevator}, my preference is still for side-by-side units over stacked.

Last thursday my landlord attempted to unlawfully evict me and had another person help him remove my things from my lock room- ( i rent a room and am under contract/ lease for the room)  He never gave me an eviction notice in writing and rent was late due to my disability check being late but he never incquired about when or if i was going to be able to pay rent.

I would hate to have a fire and come to find out that she disabled the battery, and now people are asking you why didn’t you just move it.
