Just like car insurance is for car accidents but you don't get mad when you don't get in a car accident because you can't use the insurance.

And I guess they would need a bulldozer, dump-truck and 40 acres to 'bury stuff' so that would take part of their life savings.And what exactly would they do if there is a major fire or other accident at the refinery that shuts it down?
