I've never heard of them charging different amounts for the basic fees, the amounts should only differ depending on water usage (and type of building-residential vs commercial).

I can't tell if it's connected to the PVC next to it & assuming it's on top of the incoming city water meter my guess is an electronic 'smart' water usage device.

We are needing to upgrade our ComEd connection to get a higher load due to increased usage.
