Update:  repairman said the broiler cannot be fixed ,the stove is not safe for anybody to use so the tenant that vacated left me a piece of crap I'm going to charge the $75 service call from the technician from her security deposit and I guess I will look for a used stove and charge her a portion or prorated  amount not sure how much need to try to fig out

MMS - it is there on pretty much any phone plansI am not an out of state landlord but I travel a lot so I have trained them to use the above tools.In addition I do the following:have the renter pay for the first $100 of any repairsIf the repair is under $100 - they should find a repairman and fix it themselves.If the repair is due to negligence (or not willing to repair the problem while it was small) they pay 100% of the cost.I do regular checks to make sure there is nothing broken(unfixed).I send them a letter every 3 months asking for things that are not working/operating properly.

She isn't someone who is reasonable to work with if she is painting a line on the property and refusing access to a repairman who will make improvements that benefit her.I know it might be tough $-wise, but its worth it to engage an attorney at this point unless you've been through the process multiple times before.

These laws mainly pertain to AC in the summer, heat in the winter, running water, plumbing, etc. the correct course of action would to have been to call an appliance repair person on the same day as the complaint...the repair man probably would have been out to the house within 48 hours to diagnose.
