What stops the person with 51% ownership from…Hiring their spouse to manage the property @ 50% commissionHiring relatives for cleaning/maintenance at inflated prices.Blocking out holidays for their use. etc etc. 

Holiday season is more challenging for us, Christmas and New Year.

I am in Pinellas County as well and lately Holiday and Crystal River has been a hot spot. 

A good example would be a Holiday Inn, Ramada Inn, Comfort Inn, etc.  

He told me he has about 10 houses flipped,  and now he can just kick back and relax.

Not having looked at the figures, I'd bet it's much more profitable than in New York given the property prices there, notwithstanding the legal issues.Getting back to what I'm doing, the unemployment rate in Spain has absolutely nothing to do with our profitability, which is dependent on visitors from wealthier countries continuing to spend their holidays in the Costa del Sol and the constraints to further development (and competition).

I think the city in TX would also develop much faster than CA because TX has more relaxing regulations to build houses.

For example, in Florida, a landlord only has to give 3 days' notice to pay (excluding weekends and legal holidays) to the tenant, but the Zillow lease provides for more than 3 days.
