About a year ago, my cousin tried to recruit me to join her as a Real Estate Agent, and gave me a book to read "The Millionaire Real Estate Agent". 

After that when recruiters called about the burbs, I didn't even care about the position or the pay, I would immediately decline.  

Several people I know keep trying to recruit me to join RENATUS which costs $20,000 (whoa!) 

The course is non-affiliated with any particular broker and they host several recruiting events to match grads with brokers. 

Working in software myself, I can speak from the experience of getting hit up my recruiters that many small-to-midsize companies (beyond Google, Uber, Facebook) that aren't on everyone's radar are already here or in the process of setting up offices.

Farmers and Foremost generally only recruit people with college degrees and do actual background checks on them while some independent firms I have worked with have sent me claims to handle before they even knew how to spell my last name.

On the other hand, if you don't have any capital lined up and you have to recruit investors, you'll have to sweeten the pot or they won't play. 

I'm not going to weigh in on the logistics side - need for WC etc, but I've often thought that if I wanted to go the in-house GC route - I would consider recruiting from the local vo-tech high school.
