I can lend up to 100% of the purchase price and 100% of the rehab costs for experienced investors on 1-4 unit properties.

The lenders will only lend on what the comps say the value is.If you have plenty of comps in the area that meet the 1.3m valuation, then it won't be a problem.

No (institutional) lender will finance 100% of your purchase price as a purchase, all lenders want "skin in the game".
