They are fully responsible for cleaning up after their pet, covering any damage caused, maintaining up-to-date vaccinations, and being liable for any harm caused to people or animals.

If you like the house and the area and want to live there and its habitable, go ahead and try to get a plain vanilla conventional loan from the local credit union and mortgage broker. 

So here it is:  she does not have the right to put others in harm's way by storing her bike in the laundry room.

Make sure you're performing credit checks, background checks, verifying income (calling employers and even checking bank statement if you need to), and calling former landlords to inquire about/confirm their habits as a tenant (cleanliness, respect for neighbors, paying rent on time, etc.).If you don't think you're capable of this, definitely find a good property manager!

Depending on property condition and whether the property is still habitable (renovations are primarily cosmetic), you shouldn't rule out a regular cash out refinance, which may be cheaper than a renovation loan or other non-conventional product. 

All the research I have done so far looks to state that landlord is only on the hook for providing habitable housing during the period of displacement.

This is a 4 unit property and luckily the damage seems to be contained to the one unit and no tenants were harmed.
