I'm assuming it's just more costly to process sewage than it it to provide water. alos, sewage is directly proportional to water consumption. they assume all the water they provide will eventually wind up in the sewer.

Sq. footage based cost sharing is for recurring bills in the property that all tenants consume and you can't quantitatively divide based on individual consumption (utilities, wifi, etc.) - common among roommates here in NYC. 

Some residents can argue that it isn't fair as it isn't billed on their actual consumption but rather on the units square footage and/or the occupancy at a point in time. 

There are still USA counties where alcohol is illegal.

For example, I tracked cigarettes separately when I smoked....as well as alcohol when I went out a lot.
