What really matters for profitability is the delta between blended cost of funds (debt + equity, where true equity = 0*) and cap rate.* Yes, I know the cost of equity is higher than the cost of debt from a financial analysis perspective, but equity doesn't have a cost on the P&L.

Assuming the delta between you subject property and the competition is large enough, it might be worthwhile to make a run at it. 

The delta NPV is real money that can invest or use however else you'd like. 

Once a purchaser takes title and start moving dirt, they will become liable. that is why purchasers tend to enroll in the brownfield or voluntary cleanup programs so their work is "blessed" and will not result in additional liability. in the case of self-storage project, most of the remedy will be what you would have done anyway as part of construction though there may be some "delta" of additional costs if the soil vapor requires installation of an SSDS (as explained above).

There is enough play in the Delta valve handle to accommodate another layer of tile and I have found drain extensions at HD.
