Do you get credit score, eviction and criminal background checks for that $25 fee the tenant pays?

If you're a criminal, you may have to pay restitution. 

They check criminal, credit, and eviction records and provide a solid report.

She tried to evict a tenant "due to criminal activity" but it was domestic violence.

We require a criminal, eviction and credit score background check (I use Keycheck for this), a state-specific lease, and we collect both refundable and non-refundable deposits.

For example, I mention that every adult must pay a $30 application fee, pass my credit/criminal background, make a combined income of 3x the rent, and whether or not the property accepts pets.

I did a credit check, criminal background check, got pay stubs, required income 3x rent, and got employer confirmation and prior landlord reference (but I never got in touch with the prior landlord successfully)

How can we make this a criminal matter?   

I don't have her credit score, eviction history (just WOM form her landlords - all good things to say about her), or criminal history that you would normally get from a background check.

If it turns out that the tenant stole your mail and somehow cashed your check, then that’s criminal behavior on multiple levels.
