I'm sorry you're having a hard time, but when you mention "entitlement," it seems to me that you are behaving like you are entitled to having guests never cancel a reservation on you. 

After having tenants that were so willing to let us get these out-of-ordinary repairs done it feels slimy to be having the PMC charge them these excessive fees.

But, any tenant who behaves this way, in my experience, will continue to push your boundaries, so your boundaries have to be a brick wall. 

., if they leave without proper notice.And, as someone else mentioned, there are laws that determine how a tenant can behave if they have maintenance problems, which it sounds like these tenants haven't followed.So, all you can do is let them leave, and then make reasonable charges against their security deposit, and if you determine they owe you money, you can either wait for them to pay you, wait for them to sue you (normally in small claims court - no big deal), or go ahead and sue them yourself, which is probably a waste of your time.

We will be having a discussion with our property manager that they should have gotten a price quote before the work began no matter if they had been reasonable in the past with their work and pricing.

Many dog owners, especially larger (but well-behaved) dog breed owners, have so much trouble finding a nice rental so you can get a premium and they will pay up for the spot.

also C class tenants behave different than A class tenants, therefore A class management will ot put up withC class tenant issues.  

Thank God you actually spoke with a good lawyer.I may also add that you could let the law student know that if they file a frivolous lawsuit or otherwise behave in an unethical manner, they may not pass the moral turpitude test required of the Bar Association. 

This person is not behaving in a manner that's consistent with good public order right now.I would then send your tenant a text message stating that you will no longer be doing business by text messages and that you will no longer be reading her messages, but you will be trying to call her twice a day.
