Maybe they are looking to sell, maybe they know about the issues and need a nudge or some suggestions, at the very least they could start cracking down on lease violations and tighten up their screening criteria.

I would build a house anytime as long as the client can pay me what I need to make a good profit.What happens in a recession is that the trickle down process kicks in....the people at the top tighten up their $$ and the whole market sort of freezes.
