Are they developed lots or do you have to put in curb, gutter, sidewalk, utilities, road, etc.? 

It is a decision associated with other work to increase curb appeal in a area where painted brick is the trend. 

Now an investor comes along who is sniffing  out a personal profit off of the loss, and refers to her as a mysterious squatter on a public forum asking what the best way to kick her to the curb is?

Generally, that would be clean out and improve curb appeal.

We have tried to give the local police a free unit as an extension of the precinct to try to curb the crime problem, but they would not take it.  

We kept the properties secured (temporary poor curb appeal-ah well) until the families moved in.

this is where you have to admire other cultures especially Asian they dont kick the parents to the curb they bring them home to live their life under their roof..  

Several have mental illness and society sort of kicks to the curb.
