Assuming that the house does not have the best curb appeal, I don't think the goal of the city is to necessarily raze the house, but to find a solution to the eyesore problem.

Good curb appeal; Inside rough; Gas and electric metered separately; water shared with Duplex A.  

Otherwise, kick 'em to the curb.

I am only looking at fairly new houses (built in the past 20 years) that just need curb appeal (cabinets, countertops, paint, etc....) and no major repairs.

Lean except two grocery bags of belongings, a mattress, and she left broken furniture on curb.

Where the problem starts is when absentee owners don’t want to live with or interact with the guests and keep them quiet at night respectful of the neighborhood and not causing a scene.That is why Anaheim is kicking them to the curb,because of the all night parties and the coming home in the middle of the night as noisy as possible waking everyone up.
