I believe most people are only a few connections away from finding the right person that jump starts the journey.You could try making a vision board (personal and professional) for 2022.

Fast forward to around 1995 when a large developer came into the area with a big city vision for growth and the future much like had already happened in Dallas, Austin, and Houston.

Since you're the local expert I would pitch this to your local government and other types of business owners in the area that might have a different vision for the building.
