Each class has different tenant pools, appreciation, turnover rates, etc.

If the water bill is $100 a month, increase the price by 20% (or whatever you decide is fair) to compensate you for the time required to split and bill and to cover additional use when tenants squander the utility.

I would build as large of a pile of cash as you can and wait until there is blood in the water.

The seller stated during heavy rains water does run off of the road and the neighbor's property into and around their pond.  

You need to figure out the Net Rent without utilities and factor in you paying for water as most cities only install one water meter per building.

Location is 7.5/10 going to update HVAC & Water then rent out as both are over 12 years old.
