Wetlands on Acreage property

Hi experts 

 looking forward your guidance please. 
I intend to buy a couple of acreages property in Fanin county, TX. Howwever I noticed that low spot behind the home is wet and mushy. The seller stated during heavy rains water does run off of the road and the neighbor's property into and around their pond.  when his pond is full it does overflow into the adjoining neighbor's property. Is this a cause of concern. Does this impact resale value of the property in future. Can an inspector advise what to be done? Anyone knows good inspector in Dallas/ McKinney area who can inspect land and advise. looking forward your feedback and highly Appreciate all your guidance. TIA
