I googled fair housing, and I guess that is fair, but it didn't explain his attitude.  

I understand many come into this with a get rich quick attitude.

Creates a resentful attitude, if nothing else.

They would have a great attitude and real enthusiasm for the work.

I would look for: Tenant must earn 3x what the monthly rent will beHave good references from employers/previous landlordsNo evictions, clean background check, no broken leases or judgementsThey give employer/job information, proof of a paycheckUse your gut in terms of their appearance, attitude, how clean their vehicle looks, punctuality, how they are dressed

Go this route if you want to accelerate your growth and only if you are extremely passionate, can carve out the time and having a "willing to help" attitude.  

Is it like, "applicant's income: 1 to 5 points" "Applicant's attitude at showing: 1 to 5"?

This is all a case by case (personality based) situation with regards to the results you will get by going to their chain of command but if approached properly you may find a more cooperative attitude from the military member to honor their commitments.

I've seen many people rush in with a "get rich quick" attitude and lose their shirts.
