I do have one unit where the tenant wanted to use their own washer and drier.

Would I be liable as the landlord, should someone take a tumble entering/exiting the property via these steps.There is also a larger stairway of 7 steps, leading to the back door.

Call the local laundromat (or look online) and see how much it costs for a load of laundry and a drier.

Basic works great.I have a couple places with washers and driers but not all. 

Somehow you need to explain it is a mobile appliances and you take care of the fixed appliances.Many renters expect landlord furnish all appliances and washer and driers.

There was another set of footprints, clearly running with long strides, toward the back of the lot where there was a fairly steep hill...with what appeared to be multiple body imprints falling and tumbling down the hill.

Also a basement that is drier, not one with a sump pump that runs every 20 minutes.As mentioned, adequate ceiling height is important.
