A owner or PM that is doing quarterly inspections and billing for ongoing tenant caused repairs do not experience high turn over costs.When owners/PMs ignore their management responsibilities they should  expect high turnover repair costs.while I can see a mom and pop investor who self manages and owns 100 or less properties doing this.. a large PM  quartly inspections would be pretty tough to do.. simply because of manpower issues.. etc etc.. and I suspect most owners would not want to pay what it would cost to do this.. a PM can't throw this kind of time in for the already thin margins they work on... someone has to pay for it. now if you owned a few homes yourself like many do.. and you want to do your own inspections..

@Rahul Dilawri It might be worth having your attorney send them a letter that clearly outlines their obligations under the contract that they signed - and what your legal options are.Just for impact, have it delivered by a constable or process server.That should be low cost and might jar the seller into performing to his contract.
