We want to buy the property but fear of,  flood insurance being required if we have it financed through a lender even though the lender states that it's not in a flood plain when they checked.

, and get plans approved they will have an incredible asset worth way more than $32k at least in the current market.And the only one that I think could have been built on without much hassle was a 4.5 acre plot partially in a flood plain, but in a very high demand area with some pretty nice views and right on the edge of town.

That's five houses on 200 to 500k lots  LOL.. houses went away and we build new construction or sold lots.. its quite sad but all were owner occs none were tenants.. usually tenants get booted before they can get as bad as these homes were.. these homes were beyond salvage plain and simple.
