Providing all the necessities for cooking and cleaning up.  

You need proper egress even to call it a bedroom so once you start venting cooking, lining gas, and doing plumbing, the town will be very tough and as I said, unlikely to want a single-family to become a multi.

But nobody would infer it's anything remotely close to going to grocery store, picking out ingredient's, cooking all up, creating the meal in totality.

I believe such a project in the right place could be a honey pot, but it is a 2 to 5 yr investment before seeing any profit. 

But back to reality...I have a family member who has basically inherited and let a duplex and triplex go completely to pot.
