I have a note on my lease that "all exterior walkways and stairs must be clean of snow and debre, and free of all harzards" but do not define the area more than "all exterior" and it is a 4 family. 

I would suggest repairing and staining the fence, pressure washing patio and walkway, fixing the blinds that look crooked in almost every picture, and removing the desk lamps in that room.

But vertical uses up a lot for walkways, elevators and stairs.7. 

Chase did the appraisal had an inspection and they came up with something in regards to the outside walkway which only cost $500 to repair.  

You will hire 2-3 of the wrong contractors also and lose 10-15k in walkway money.Your first try should be to do a flip as a smaller partner with someone else, a friend, a local investor from a meetup, so you can learn the ropes, know how to manage a crew, etc.

I don't want to provide a bike rack because there is no space for it and it gets in the way of walk ways.
