When tenants can't pay the rent they can try to get a job, apply for welfare, apply for rent relief, go see the priest, or whatever.I run several businesses in California and I try to make believe that I am a manager who is working for a corporation in New York and I have to answer to that corporation for reasons e.g. why I made personal decisions to let tenants get away without paying their rent when I had the option to hire an attorney to evict the tenants.I own several fairly large apartment buildings and every tenant paid their rent on-time since COVID started with the exception of one 65-year old woman who lives in a studio and her rent is $1250.

The general home inspector will check electrical and plumbing for you.In your case, you may want to have a priest to an inspection as well to make sure theres no ghosts. 

Call up your local Greek Orthodox church and ask to have the priest come over and do a blessing.

Can you get some volunteer agency/person/priest to counsel the neighbor and diffuse the problem?

Percy Priest , you can't have a private dock and there is severe limitation on removal of trees and brush.

Have a priest come in to bless it.Many houses have had a death in them.

Whether it comes from a bank, a priest or the seller.

I suggested having the house blessed or cleansed by a priest, burning sage or cedar, or using the early termination of lease option I had included in the lease.
