I called back again and asked for the Supervisor and 2 weeks later still no call.Based upon my experience, I would strongly urge anyone to be very careful doing business with Ron LeGrand or Financial Freedom.

They specialized in concrete tilt up, but did a lot of time and materials work for a self made real estate tycoon who owned a lot of Federal Way.Along the way I got my CPA license and practiced in several differing sectors including doing some work with low income housing projects.As far as my start in RE, it was with buying my first personal SFR and later moving to a new residence.

Is this confusion on the lenders part, given that they are headquartered in a different state (Pennsylvania I believe), and is a matter of semantics, or is this standard practice? 

That does seem high.Best practice to avoid surprise water bills like this in the future would be to request copies of the recent water bills while under contract for due diligence.
