Given your mobility for duty posts you can really ramp up your real estate portfolio while serving.Every time they got stationed somewhere they would purchase a property to live in using their VA and house hack.

Now, use your job income to pay off the HELOC over three years ($90K plus interest).

As an active-duty (soon transitioning) Air Force myself, I know the VA loan is a powerful asset for us.

I used a portion of my entitlements to buy a rental I still own at my first duty station. 

These jobs could have gone to Oregon but the business climate is repressive.Arizona is going from "non productive spending/non job producing" government "job" costs, to factory & goods producing that create even more jobs, revenue and taxes.

As a management company, we also have a duty to get a property occupied with a qualified resident as soon as possible and sometimes that means adjusting rents down for right now to generate revenue.  

It may also depend if they are paid per hour or per job.

I can see how passionate you are about your job and sailboats, so It seems like changing your job comes first.

There are 1.65mm people in Phoenix.  3,000 new jobs plus say an extra 1,000 support doesn’t move the needle on my suggestion.My suggestion to the OP is still relevant and thoughtful.
