I plan on removing wet portion of backing boards, spraying Borax treatment on studs and any board still attached, letting central A/C run for a few weeks along with humidifiers to completely dry the studs out.

Basement - a couple of things 1- is not completely dry has humidifier that I turn on now and again to lower moisture as floors (concrete) can get some water in it. is this a problem for a rental?

I would not be surprised to see that kind of bill; about 12 years ago I had a busted pipe that flooded out my house and the electric bill from the humidifiers and fans was over $1,000.
