When you buy a property in a C, D, or any-of-the-subsequent-letters-that-follow location, you are also making a decision about the types of tenant you will attract and the level of management required for that tenant. 

One person's C neighborhood, is another's D or B or A, which is why I never listen to other people's subjective opinions on a zip code.  2.  

In class D or C- there are issues beyond just safety. 

I know that others will not agree with me on this but, if you are going into a Class D or lower area to get started in real estate then you need to make sure it makes you money, and you get your money back. 

I am lucky that the DOR representative asked more questions and stopped me from paying or I would have had a mess on my hands come tax time.

If you are d or c neighborhood tenants might have old fridges or other appliances that generally consume more power.

If it isn't directly next door, I'd say provide the W&D, or you will lose business to someone who has one on site.
