Maybe not using the water while under construction allowed bacteria to get a foothold?

For those of you who do not know, raccoon feces can carry some very nasty bacteria and parasites that are very toxic and may cause brain damage.

This will neutralize the smells along with killing bacteria. 

Mine is a king snake.. they almost never bite, they're somewhat smaller, carry no bacteria, have tiny teeth and are all over..

There are BACTERIA EVERYWHERE TOO.

I’d write up a warning letter that dog feces is unacceptable where families and children play and poses a health hazard to the other tenants due to bacteria insects and spreading of disease .

This product is a natural bacteria that feeds on the junk in your piper and appliances and it human consumption safe for the most part it targets dead organisms.

I can paint that doesn't bother me, its the carpet and whatever bacteria or health hazards that could be lingering around. ive been in the apartment since the death, and every time I look at the carpet I'm wondering if bodily fluids did get on the carpet and if my landlords are just being cheap. 

These are what big Mold remediation companies use to kill bacteria, growth, mold, smoke, etc....

I would also recommend getting a bacteria test done if it's a private well (E. coli and total coliform).
