I have a rental property in the middle of two businesses, one beside me is an insurance agency that I have no issues with, the other one is a smoke/vape shop that just opened up.

If someone is smoking, vaping, cooking strong smelling food, etc. they will smell it in the other unit.3.

For example, I want to know if the applicant smokes/vapes, and has ever had an eviction filed upon them. 

Paint will not adhere to any surface if it has contaminants like cigarette tar, vaping residue, grease from cooking, etc.

That may be easier said than done because this type of tenant will disappear into the mist of his vape without a forwarding address (maybe check his mom's basement).If you can't find him, you can't serve him, so no court trial. 

That's what lenders are thinking.As someone who warned people about "vaping" and how the vape industry would crash due to health issues 5 years ago, I have no problem lending to legit marijuana operations in legalized states.
