2) Renovations When would be a good time to begin renovation work following a PA Upset/Tax Sale.

I believe there was a PA court decision several years ago that now prohibits the "first, last and security deposit" approach.

If a person owns a rental property in PA and if something happens on that property, the cause of action (lawsuit) would go before a court in PA, with a PA judge, citing PA law. 

I am a PA Real Estate Attorney. 

We have never found a PA attorney that would write a title insurance policy. 

The first thing you want to do when considering a parcel within the park is to call the APA and just have a conversation with the land use people, will save a lot of potential headaches.

For example, I think there should be reciprocity for a PA resident who works in NYC to only pay PA income tax. 

This is not meant to be insulting but given the above question on how to fill out a PA, I would strongly encourage you to get some professional help involved while you learn.

FYI, a PA Judicial Sale could theoretically wipe out federal tax liens.
