For example, west town, bucktown, Logan, humboldt park, roscoe village, are all areas we have been perusing and I haven’t seen much in that price range.

There are some properties on Kingsbury grade, ~10 minutes from the Tourist Core/Heavenly Village that fall within the Douglas County Tahoe Township.

Last summer I started running a print ad, and got a call from a seller in a remote little village, population 1K.  

I would also look at Weinland Park (adjacent to Italian Village) and also at the area east of Italian Village before you hit the interstate (not sure what this area is called).

I would avoid that specific area around the village for that reason unless a great deal came up. 700ish jobs going away in the next few years may have a negative affect, plus taxes will be going up.

@Faye Omar It's not that it changes drastically but some of these programs just go and run their roadshows through different regions/states/cities.  

Now, that seems to be fading with the explosion of Southern Orchards, Vassor Village, etc to the East.For my all-in budget constraints, I'd most likely have to stay below Weber, in that gray area between north and south Linden.
