If it's just carpet,paint, appliances, light fixtures etc. you could be buying a money pit.Even if everything was replaced a bad roof could ruin everything underneath it so a new roof or a repair if needed is usually the FIRST thing a turnkey provider should fix as everything else rehabbed underneath it from then on could be ruined.You need to get a full inspection of the whole property.
