Keep in mind when you go to the tax office you will likely have to bump it up the chain of command as I seriously doubt someone at a low level has the authority or even the knowledge to deal with this.

Then inspect the property you want to buy with you GC and create a scope of work, where the finished units would command the rent found with the comps or better as long as the costs were not too much higher. 

But yes, window units will definitely command lower rents.
